The scholarships will be awarded to individuals with a strong record of academic achievement, who demonstrate a concern for others, a commitment to community and country, strong leadership potential and exemplary character. The application period for the JLP National Scholarships will be from July 19 to August 19, 2021.

The Hon. Ryan Peralto, CD
The late Ryan Peralto was widely known as a dedicated, innovative and formidable politician with abiding faith in nation building. Mr. Peralto was responsible for national reform and transformation in key sectors, of which Jamaica is still a beneficiary today.
Mr. Peralto, who was born in Franklyn Town, Kingston on March 21, 1933, was known as a successful businessman and credited for his ingenious mind. He entered politics in 1976, when he joined the Jamaica Labour Party (JLP) and served in various roles, namely:
- Senator (1980-1983)
- Mayor of Kingston (1981-1983)
- Member of Parliament for Kingston Central (1983-1989)
- Deputy General Secretary (1984)
- General Secretary (1985-1994)
- State Minister of National Security (1986)
- State Minister of Trade and Industry (1987-1989)
- Deputy Chairman (1994-1998)
- Chairman (1999-2003)
Mr. Peralto made significant strides during his political career. Most notable among them, is the pivotal role he played in the electoral reform process through his invention of Jamaica’s and the world’s first electronic voter identification system to identify voter fraud. This became known as the Electronic Voter Identification and Balloting System (EVIBIS), which earned a 1999 patent in the United States, and is widely acclaimed locally and internationally. Mr. Peralto was a member of the Electoral Advisory Committee, EAC, from 1990 to 2005.
He was credited for his work in transforming the Kington and St. Andrew Corporation (KSAC) into a model by which local government agencies are measured, and was also credited for transforming the JLP’s constitution after its defeat at the polls in 1989.
